Chief Ciro M. Dominguez
Assistant Chief FletcherChief Dominguez was named the Chief of Police in October 2023 and is a veteran law enforcement professional of thirty-eight years; he started his career in 1982 at the Naples Police Department. Throughout his career, he has worked a variety of assignments that include patrol, investigations, training, internal affairs, tactical response/SWAT, aviation law enforcement, corrections, school security, and domestic security.
 
Chief Dominguez has held leadership positions with the Naples Police Department, Florida Department of Law Enforcement, Hillsborough County Aviation Authority, and in 2020, retired as a colonel from the Hillsborough County Sheriff’s Office (HCSO) in Tampa, Florida. At HCSO, he oversaw the Department of Operational Support (DOS). DOS was composed of the Homeland Security Division with the following areas: Aviation, Marine, Canine, SWAT, Bomb Team, Special Incident Management, Agriculture Section, School Resource Section, Environmental-Parks Unit, Community Outreach, and the Training Division.
 
Chief Dominguez is a graduate of Barry University (BA), Saint Leo University (master’s in criminal justice administration), and the 218th session of the Federal Bureau of Investigation National Academy. In addition, he is a graduate of the Florida Criminal Justice Executive Institute, Florida Department of Law Enforcement’s Foundational Leadership Program, and numerous leadership development courses, as well as a graduate of several tactical training schools and is a Florida State FDLE certified instructor in firearms and defensive tactics.
Assistant Chief Matt Fletcher
Assistant Chief FletcherMatt Fletcher is currently an Assistant Chief of Police with the Naples Police Department. In this capacity, he manages the daily activities of the Police Operations Bureau by correlating and delegating investigations, patrols, traffic assignments, and specialized activities for a police department with 72 sworn police officers and 37 civilian personnel.  Under his leadership, Assistant Chief Fletcher serves to develop innovative law enforcement practices for a city of 20,500 residents and over 100,000 daily visitors.  As the city works to integrate businesses, residents, visitors and community initiatives, Assistant Chief Fletcher represents the police department to ensure forward thinking and proper crime prevention, community safety, and other community outreach programs to foster a positive relationship between citizens and the police department.  Inside the department, he works to integrate a positive organizational culture that embraces all employees.  As an experienced law enforcement officer, Assistant Chief Fletcher works to develop supervisory personnel, challenges employees to operate at their highest level, and represents the Commission for Florida Law Enforcement Accreditation (CFA) as a team leader for the evaluation of police agencies to determine compliance with accreditation standards.

Assistant Chief Fletcher currently holds a Florida Law Enforcement Certification and has earned an associate of arts degree in Criminal Justice from Edison State College, a bachelor’s degree in public administration, Summa Cum Laude, from Barry University, and a master’s degree in administration from Barry University.  His thirty-three years of experience with the Naples Police Department includes numerous leadership roles: a Sergeant in Patrol Operations, Criminal Investigations, and Special investigations; a Lieutenant in the Criminal Investigations Division, including the general crimes unit, the special investigation unit, crime scene, and property/evidence; a Lieutenant in the Professional Standards Division, overseeing the department’s accreditation, training, recruiting, hiring and media relations; the Assistant Chief of Patrol Operations; and as Interim Police Chief.

Assistant Chief Fletcher is a graduate of the Southern Police Institute’s Command Officer Development Course - Session 90, and the Florida Criminal Justice Executive Institute’s Florida Leadership Academy, which prepares police supervisors to exemplify character and integrity while serving as an effective leader.  Recognition signifies the individual’s completion of 400 hours and 160 hours, respectively, of course-work in police leadership.

Assistant Chief Fletcher is  member of the FBI Joint Terrorism Taskforce, Florida Police Chiefs Association, the Southwest Florida Police Chiefs Association, and the International Police Chiefs Association.  He is a graduate of the Leadership Collier Class of 2022. Assistant Chief Fletcher has served on various committees including Drug Free Collier, Project Help’s Sexual Assault Interagency Council, the Collier County Collaborative Mental Health Workgroup, Florida Narcotics Officers Association, and the Florida Police Accreditation Coalition’s Scholarship and Training Committees.

Assistant Chief Robert Montagano
Assistant Chief MontaganoAssistant Chief Montagano was hired by the Naples Police Department in August 2012 and currently supervises the Administrative Services Bureau. Prior to his appointment, he served 27 years with the City of Fort Lauderdale Police Department and retired as Assistant Chief of Police.

During Assistant Chief Montagano’s career, his work experience included both operational and supervisory assignments as a patrol officer, motor officer, detective, sergeant, captain and major. He has extensive knowledge in planning, training, policy development, purchasing and the establishment of departmental standards and performance measures.  Assistant Chief Montagano is also an assessor for the Commission for Florida Law Enforcement Accreditation. 

Assistant Chief Montagano has a bachelor’s degree in criminal justice with a minor in business economics from the University of Massachusetts, a master’s degree in strategic leadership, is a graduate of the FBI National Academy, University Of Louisville Command Officer’s Development Course, and the Police Executive Research Forum Senior Management Institute for Police.

Assistant Chief Montagano has been or is currently, a member of various professional law enforcement organizations that include the Southwest Florida Police Chief’s Association and Florida Police Chiefs Association; Broward County Police Chief’s Association, The International Association of Chiefs of Police, The Hundred Club of Broward County.

Lt. Kyle Bennett
Lieutenant Bennett

Lieutenant Kyle Bennett began his career with the Naples Police Department in July of 2005. He was assigned to Patrol Operations as a Uniformed Patrol Officer and in 2008 transferred to Community Policing as a TIF/Bicycle Officer. As a TIF Officer, he worked with local business owners and City staff to address problems in the downtown business area.  

He was promoted to Sergeant in 2011 and was assigned as a shift supervisor in Patrol Operations. In 2015, he was transferred to the Community Policing Division and in 2018 he was transferred to the Criminal Investigations where he was responsible for the General Crimes Unit, Crime Scene, and Property and Evidence.

Throughout his career, Lieutenant Bennett has served many different areas of the Naples Police Department including the following:

Lt. Seth Finman

Lieutenant FinmanLieutenant Finman started his career with the Naples Police Department in 1995, assigned as a Police Officer within Patrol Operations. Lieutenant Finman also spent five years in the Special Operations Division as a Marine Patrolman and nine years in Criminal Investigations as a General and Economic Crimes Detective. 

In 2010, he was promoted to Sergeant and assigned to Patrol Operations as a shift supervisor. In 2011 he became the Supervisor of the Crime Suppression Team.  In 2014, he was promoted to Lieutenant and assigned to oversee the Patrol Division evening shifts. 

In 2015, he transferred to the Professional Standards Division. The Division includes Internal Affairs, Training, Accreditation and Public Information.

Lieutenant Finman is currently assigned to Patrol Operations as a shift Watch Commander.

Lieutenant Finman holds a Master of Arts in Administration Degree from Barry University and a Bachelor of Economics Degree from Florida State University.

Throughout his career, Lieutenant Finman has been involved in multiple facets of the Naples Police Department which includes Lead Firearms Instructor; Assistant SWAT Team Commander; Awards Committee Chairman; High Liability Instructor; Police Pension Board trustee and past FOP Lodge 38 Vice President.

Lt. Bryan McGinn
Lieutenant McGinnLieutenant Bryan McGinn started his career at the Naples Police Department in February of 2008, assigned as a Police Officer within the Patrol Operations Division, serving on road patrol.  Later he was assigned to the Criminal Investigations Division as a Detective in the Crime Suppression Team where he earned his designation of Master Officer.  He also later served as a General Crimes Detective specializing in persons crimes.

In 2015, he was promoted to the rank of Sergeant.  From 2015-2020, he was assigned as a supervisor in the Patrol Operations Division, the Special Operations Division, and the Professional Standards Division. 

In March of 2020, he was promoted to Lieutenant and assigned to the Professional Standards Division, which oversees Internal Affairs, Training, Hiring and Recruiting, Accreditation, and Media Relations.

Lieutenant McGinn holds a bachelor’s degree in Criminology and minor in Psychology from Florida State University and is a graduate of the University of Louisville’s Southern Police Institute Command Officer’s Development Course.

Lt. Michael O'Reilly
Lieutenant O'ReillyLieutenant O'Reilly began his career with the Naples Police Department in June of 1995, assigned as a Police Officer in Patrol Operations. After working in Uniformed Patrol, he spent several years as an officer in the Community Oriented Policing (COP) unit serving the residents in the neighborhoods of Port Royal and Aqualane Shores. After working in COP, he was transferred to the Criminal Investigations division as a detective, where he investigated persons and property crimes.

He was promoted to Sergeant in 2005 and was assigned as a shift supervisor in Patrol Operations. In 2012, he was transferred to the Professional Standards Division, where he was responsible for Internal Affairs, Training, and Policy and Accreditation. He was an integral part of the Accreditation team in achieving initial accreditation in June of 2014 with the Commission for Florida Law Enforcement Accreditation. 

In 2015, he was promoted to Lieutenant and assigned to Patrol Operations as a shift Watch Commander.

Throughout his career Lieutenant O'Reilly has served many different areas of the Naples Police Department, including the following:

Lieutenant O'Reilly holds a B.S. Degree in Criminology from the University of South Florida and a Masters of Business Administration Degree from Hodges University. He became an FDLE certified instructor in 1999, and since then has been conducting officer training in firearms, baton/impact weapons, NCIC/FCIC access, Pursuit Intervention, and numerous other topics.

Lt. Robert Young
Lieutenant YoungIn 1998, Robert Young became a member of the Naples Police Department after working for three- and one-half years as a Corrections Deputy with the Collier County Sheriff’s Office. 

In 2005, Detective Young was assigned to the Vice, Intelligence and Narcotics Division. 

In 2007, he was selected to work as a Detective in the Criminal Investigations Division where he began investigating property crimes such as burglaries and thefts. 

In 2009, he was assigned to persons crimes. Detective Young worked closely with the Office of the State Attorney, the Department of Children and Families, the Children’s Advocacy Center, and the Shelter for Abused Women. 

In 2012, he was recognized by the Shelter for Abused Women and Children as the Detective of the Year for his work with victims of domestic violence. 

In April of 2014, Detective Young was promoted to Sergeant and assigned to the night shift of the patrol division. 

In September of 2015, Sergeant Young was transferred to the position of CID Sergeant. 

In December of 2015, he was appointed to the position of Lieutenant and assigned as the Night Shift Watch Commander.

In October of 2018, Lieutenant Young was transferred to supervise the Criminal Investigations Division.  This division includes the General Crimes Unit, the Crime Suppression Team, Crime Scene, Property and Evidence. 

Lieutenant Young earned an Associate’s Degree from Central Arizona College, a Bachelor’s Degree from the University of Tennessee, and a Master’s Degree from Barry University.

Lieutenant Young served as the President of the Fraternal Order of Police, Lodge 38, from 2009 through 2015. Lieutenant Young serves as a CFA Assessor and assists on their training committee.  He is a graduate of the Southern Police Institute’s 90th Command Officer Development Course.
