Community Redevelopment Agency

Background

The Community Redevelopment Agency (CRA) is governed by a board consisting of seven (7) commissioners who are the same individuals as those serving as City Council.  The terms of office of the CRA are concurrent with the terms of the Mayor and the members of the City Council

Council Member Raymond Christman is Chair of the CRA and Council Member Linda Penniman is the Vice-Chair. The seats are designated by a majority vote of the Naples City Council.

The CRA is assisted by input from the Community Redevelopment Agency Advisory Board (CRAAB) whose members are primarily City of Naples property and/or business owners appointed by the City Council.

The CRA and a Redevelopment Plan was created in 1994 by Resolutions 94-7098 and 94-7099.  On January 15, 2014, City Council adopted Resolution 14-13401 approving a modified Redevelopment Plan.  The Redevelopment Plan was further amended on March 21, 2021, by Resolution 2021-14616. The purpose of this recent amendment was to add a Housing objective to allow the CRA to directly undertake affordable housing projects, and to consider projects within the recently completed Neighborhood Plans.

The boundaries of the CRA district were determined at the time it was created and are shown on the CRA District Map.

The CRA meets at 8:30am (unless otherwise noted) at the City Council Chamber, 735 8th Street South, Naples. The approved meeting schedule is as follows:

CRA Purpose

Florida State Statute Chapter 163 allows a community redevelopment agency to be created for one or more of the following purposes: the elimination and prevention of blight; the reduction or prevention of crime; the provision of affordable housing; or the rehabilitation and revitalization of coastal resort and tourist areas that are deteriorating and economically distressed.

The primary goal of the City of Naples is to provide a tool through the CRA that will guide private and public initiatives for creating economic development, improved physical characteristics, encourage investment in Downtown Naples, improve the quality of life for residents, and establish a framework for the proper evolution of the CRA District. 

Financials

The fiscal year begins every October 1st and ends every September 30th. The budget of the Naples CRA is found in the budget of the City of Naples and is available here
