Applying for Building, Planning, R.O.W. & Utilities Permits Electronically

The City of Naples is now accepting application packages electronically through our E-Permitting program. Customers submit their documents through the Public Portal, where our software guides them through the process of uploading their application package. The Portal also provides the tools to track their application, respond to insufficiency and correction letters, download their approved documents and schedule of inspections.

Using E-Permitting gives customers the ability to submit permit packages and review permit statuses at their convenience, even when offices are closed.

Please note, applications submitted over weekends or holidays will be processed the next business day. Emails are sent to the applicant with submittal sufficiency status and fee payment information.

 

Getting Started with E-Permitting

New users must register for a  City of Naples Public Portal account to submit permits or planning projects electronically:

  1. Preferred Browsers: Google Chrome, Firefox, and most current Internet Explorer.
  2. Must have JAVA installed to upload documents.
  3. Click this link to go to the City of Naples Public Portal and begin the registration process.

 

Important Differences when Submitting through E-Permitting

  1. Documents that require a professional seal and signature must be digitally signed in accordance with professional requirements. Click Here for City of Naples Digital Signature Requirement
  2. Each required document must be submitted as a single file. 
  3. Application are still required to be filled out and submitted. Blank application forms for submittal can be found on the City of Naples website.  ( please click the hyperlinks  below )
  4.  Approved documents will still be stamped by City of Naples. The stamp will be applied to the lower right corner of documents. Keeping this area free for us to stamp is appreciated

 

Digital Signatures

The City of Naples Bluebeam Revu software supports digital certification of PDFs and digitally signing PDFs. These two actions have some similarities, and can be done at the same time, but they are distinct. Before beginning, it is important to understand both concepts:

  1. Digital Certification is the act of certifying the accuracy of a document. When a document is digitally certified, its page content is locked to prevent changes. The certifier can opt to allow limited changes that do not affect this content (for example, adding markups, completing form fields or applying digital signatures).
  2.  Digital Signatures are independently validated signatures placed on a document by somebody to approve the document in its current state. If changes are made to the document after the digital signature is placed, the status of the signature changes accordingly.

Architectural plans must have a Digital Certification or a Digital Signature

Engineers plans must be third party verified and contain a Digital Signature

Bluebeam Revu supports commercially available certificates purchased from trusted third-party Certificate Authorities. Trusted third-party Certificate Authorities will be required by the City of Naples: Revu validates documents based on the Windows Certificate Store and the PKCS #12 standards. Revu also supports Adobe CDS signatures.

 

Document Submittal Requirements

Documents submitted through the City of Naples Public Portal for Electronic Plan Review must meet the following criteria:

Submitted documents should be under 72MB in size.
Accepted file extensions: pdf, xlsx, xls, cer, pfx, doc, docx

All plans shall be to scale.
Recommended naming conventions:

  1. Keep filename consistent. Naming document files – name file according to its submittal number, correction number, and type of document. See example below of a set of construction plans from initial submittal to revision:
    • Sub1ConstructionPlans (Example of Initial Submittal)
    • Sub2C1ConstructionPlans (Example of Correction 1 Submittal)
  2. Avoid the use of non-friendly filenames. (ex. k9dk38fj3.pdf)
  3. Avoid inappropriate language in filenames.

Any documents without a classification can be uploaded as “miscellaneous”

Revision Submittal

Revisions are requests for changes to the drawings after the permit is issued. Revisions can be submitted on a permit up until the permit is finaled. Please see the step by step guide on how to apply for a revision 

 

Bald Eagle Policy

Nesting Bald Eagles  *October 1st through May 15th*

Please be advised that it is against the law to disturb Nesting Bald Eagles during Nesting Season without a USFWS permit between October 1st through May 15th

In compliance with the USFWS Bald Eagle Management and The City of Naples Comprehensive Plan; Conservation and Coastal Management Element C.C.M., Policy 1-7, the following shall be required to obtain Building Permits for work within 660 feet of an active Bald Eagles Nest:

Only a Federal permit thru USFWS is required for activates within 660 feet of Nesting Bald Eagles. A state permit from FWC has been eliminated.

USFWS provides technical assistance and maintains relative guidelines. Please contact  U.S. Fish & Wildlife Service to determine is an Eagle Permit is needed.
