When and where does the City Council meet?

City Council regular meetings are held on the 1st and 3rd Wednesday of each month and workshops are held on the 3rd Monday of each month in the Council Chamber, at City Hall, 735 8th Street South, Naples, Florida. Sessions begin at 8:30 am. Agendas are prepared listing the topics to be discussed. Click here to access agendas online.  

If you wish to speak at a City Council meeting, please fill out and return a speaker registration, available in the Council Chamber, and return it to the City Clerk. For more information on speaking at a Council meeting, please see the FAQ entitled, "How do I address the City Council?"

Where can I obtain a copy of an Ordinance or Resolution?

Copies of ordinances and resolutions approved by the City Council are available at the City of Naples website. You may also obtain a copy at the City Clerk’s office, City Hall, 735 8th Street South and/or call the City Clerk’s office at 239-213-1015.

Where can I register to vote?

RegisterToVoteFlorida.gov

To register to vote online, you must have a Florida Driver License or Florida ID card and the last four of your Social Security Number. The Online Florida Voter Registration Application form can be used to submit a new registration or to change your existing registration information (i.e., party affiliation, address changes, name changes, etc.).

Where can I request a Public Record?

Requests for public records are submitted to the City Clerk by phone (239)213-1015, in person (735 8th Street South, 1st floor) or in writing submitting a Records Request Form. The charge for single-sided photocopies on letter sized paper is $.15 per page or $.20 per page for double-sided copies (no charge to small public records request up to $5.00 of copying charges per day). Other photocopies are available at varying prices dependent upon size and format. Audio records are available at no cost. See Resolution No. 16-13789 for further details.

Where do I get an estoppel request?

The City of Naples Finance Department has partnered with Orange Lien Data (previously called FRS Data, LLC) to process estoppel searches/requests (or lien requests) from title companies, closing agents and others obtaining information about outstanding debt owed to the City.

If you have an account with FRS Data you DO NOT need to create an account with Orange Lien Data.  Your account information will remain the same and all of your orders will be available.  The only change will be the name of the company and the email addresses.

All lien requests/estoppel requests will be directed to Orange Lien Data at https://order.orangelien.com.

In the City of Naples, unpaid utility bills are considered a lien on the property. Other city-related liens include Special Assessments (sanitary sewer, canal dredging, etc.), Code Enforcement fines, and false alarm fines. To ensure a clear title upon transfer of ownership of a property, a lien must be paid prior to the transfer. Orange Lien Data will only report on liens issued by the City of Naples. A full search should still be made by the title company or real estate attorney.

There will be a fee of $12.50 for each request.

Who are my elected officials?

The City of Naples has a seven-member City Council consisting of a Mayor and six Council members who are nonpartisan and elected at large. Serving four-year terms, City Council members and the Mayor are limited to two consecutive terms per the City Charter. The City Manager and the City Clerk are appointed by the City Council. General Municipal Elections are held in February of even years.

Who do I call for utilities other than water?

The City of Naples utility bill includes charges for water, sewer and solid waste collection. Utilities such as electric service, telephone or cable television are handled by private companies. Florida Power and Light provides electric service (call 239-262-1322), but there are several competitive businesses that can provide home phone, cable and/or internet services.

Who is responsible for restoring sod and cleaning the public sidewalk / right-of-way fronting the property after a Hurricane / Storm Event?

It is the responsibility of property owners to restore sod and clean the public sidewalk in the public right-of-way fronting their property. A permit will not be required for simple re-sodding and restoration related to Hurricane Ian damage. Sod placement shall not be located within the cross-section of any drainage swale. Major improvements, including the installation of new irrigation, landscape, and swale restoration are subject to the requirements outlined in the Right-of-Way Construction Standards Handbook and will require a Right-of-Way permit. If there is no curb along the fronting roadway, a swale is necessary and shall be re-established with proper grades if sand has infiltrated it. Please note, prior to digging, residents/contractors must call 811.

Why did the meter reader cut my plants back?

The city requires unimpeded meter access at all times for the purpose of inspection, testing and reading. You are required to keep the access to your meter clear of vegetation, household items or other objects.

Why do I need to complete an estoppel form?

An unpaid utility bill is considered a lien. In order to know if a lien exists, an estoppel should be performed. In order to transfer the utility account into the buyer/new owner’s name without any service interruption, we have to have an Application for Services, the closing document, and a zero balance on the seller’s account (estoppel paid). Additional fees for services continue to be billed to the seller until the account transfer is completed.
