A permit can be extended one time for a period of 90 days (exception: demolition for 30 days). An extension fee of $35 is required along with a completed "extension request-fax form". This form is #15 found on our website under "Building Permit Forms."
Polling places may differ from election to election, and you should check with the Collier County Supervisor of Elections at (239) 252-8683 to find out where you vote for a particular election. Your polling place is also listed on your sample ballot for easy reference.
The City of Naples/Municipal Code is a collection of the current legislation adopted by the City Council. You can access the Municipal Code online. Additionally, a hard copy of the Code of Ordinances is located at the City Clerk's Office, City Hall.
- Contact the City Zoning office at 213-1050 to confirm that the business location is located within the City of Naples and also to ensure that the proposed business is an allowable use, to verify the zoning email planning@naplesgov.com.
- If you are a professional or in a business that requires a license from any division of the State, you must first obtain your State license before applying for your City of Naples Business Tax Receipt. To determine the appropriate licensing department for your business, contact the Department of Business and Professional Regulation at (850) 487-2252 or through their web site.
- If a business uses any name other than the full legal name of the owner, or if a corporation uses a name other than its legal corporate name, a fictitious name (also referred to as a D/B/A) must be registered with the State. Forms and additional information are available from the Florida Department of State, Fictitious Name Registration, at (850) 245-6058.
- Any entity that transacts business as a corporation is required to file documents of incorporation or authorization with the State Division of Corporations. Proof of active status must be submitted with your application for a City of Naples Business Tax Receipt. Contact the Florida Department of State, Division of Corporations, at (850) 488-9000.
- Complete the Business Tax Application, available in the downloads section below, or by visiting the Finance Department Customer Service at City Hall.
- Submit the entire package, with the appropriate fee, to the Finance Department Customer Service at City Hall.
To order a fire hydrant flow test, complete the Fire Hydrant Flow Test Application and submit via the online portal. The fee is $100.

People who live within the city limits have utilities provided by the City of Naples. A limited area outside the city limits is also serviced by the City of Naples, roughly from Pine Ridge Road south, west of Livingston Road, and out US 41 east to Thomasson. To determine for certainty, people can call the Customer Service Division at 239-213-1800.
If you are within the City of Naples Utility service area, complete the Application for Service. Return it to the Customer Service Division via email at CustSrv@naplesgov.com or via fax to 239-213-1023. If buying or selling the property, call the Customer Service Division at 239-213-1800 several days before closing so the Customer Service Division can arrange a timely reading of the meter and send a bill to the appropriate parties for utility services.

Reading your own meter on a regular basis allows you to investigate increases in water usage before you receive a high bill. High water bills are often caused by extensive irrigation or leaky plumbing. Reading the meter late at night, and then in the morning after landscape irrigation will show how much water is consumed by one irrigation cycle. Or, if you have a leak, the water meter will be turning, even when you have shut off water faucets and water-using appliances. First, find your water meter, which is usually encased in a plastic meter box along your property line. Then, lift the lid of the brass meter. The dial has a small black or red triangle. If the dial is rotating when no water is running, you may have a leak. The first 4 digits show the total usage in thousands of gallons. Subtracting the last meter reading with the current reading will show usage.

Voters in the City of Naples select the following elected officials: (1 position) Mayor and (6 positions) City Council members.
During election years, candidate manuals are prepared by October for those seeking elected office. The next regularly scheduled election will be February 1, 2022. For further information, please contact the City Clerk’s Office at (239)213-1015.
Voters must personally vote the ballot (unless assistance is required due to blindness, disability, or inability to read or write).
- Completely fill in the ovals corresponding to the candidate and/or referendums of choice.
- Place the completed ballot in the enclosed secrecy sleeve (also known as a secrecy "envelope").
- Place both the ballot and the secrecy sleeve in the return envelope provided. (Please note: Failure to include the secrecy sleeve DOES NOT invalidate the ballot.)
- In order for the Vote-by-Mail ballot to be counted, the voter must sign or apply their legal mark in the box below the voter certificate on the return envelope.
- The signature must reasonably match the signature of registration.
- A signature as Power of Attorney will not be accepted. The ballot will not be counted. (See Signature Updates page.)
- The Vote-by-Mail ballot may be returned by mail, express, or in person to the Supervisor of Elections office.
- Voted ballots cannot be accepted at a polling place or an early voting site.
- Affix appropriate postage for Vote-by-Mail ballots returned via mail.
- Voted ballots must be received by the Supervisor of Elections office no later than 7:00 p.m. on Election Day to be counted; a postmark does not count.
A voter's signature is crucial in the Vote-by-Mail process. When voters cast a Vote-by-Mail ballot, Florida election law requires each voter to sign a Voter’s Certificate on the back of the return envelope. While an exact match of a voter’s signature is not required, the signature must reasonably match the signature of record.

An estoppel request takes seven to ten business days and includes all liens from the City of Naples.

- Beauty and barber shop business tax receipts are $23.15 for each chair up to two, $11.58 each chair over two, up to a maximum of $115.76.
- Coin operated vending is $57.89 plus $7.17 for each machine
- Laundry is $57.89 for first 20 machines then $2.75 for each machine thereafter
- Business tax licenses for most businesses providing a sale of a product such as pet shops, gas stations, and gift shops or businesses that provide a service such as automobile detailing, child care, cleaning, insurance, massage salon, and handyman services are $57.89 for one to 15 employees, $86.82 for 16-30 employees, and $115.76 for more than 30 employees
- Business tax licenses for most professions, including accountants, artists, attorneys, court reporters, dentists, doctors, landscape architects, and massage therapists are $57.89.
- Business tax licenses for rental agencies, apartments, rooming houses, commercial property, hotels, and motels are $4.14 for one to 10 units, $2.75 for every unit more than 10.
- Restaurant business tax licenses are $57.89 for one to 50 seats, $86.82 for 51 to 100 seats, $115.76 for 101-200 seats, and $144.70 for 201 seats and more. Additionally, most restaurants are required to have a business tax license for take-out food. That is an additional $57.89 for one to 15 employees, $86.82 for 16 to 30 employees, and $115.76 for more than $115.76 employees.
- I advertise, but I have no customers, so do I really need a Business Tax Receipt?
- Absolutely. Our law is clear that as long as you are making yourself out to be in business, via print advertising, signs, phone book, or even classified ads, you're in business and need a Business Tax Receipt. Don't delay, because if you operate a business before obtaining the Business Tax Receipt, you are subject to a penalty as provided by City Code.
Generally, a dwelling may be rented for less than 30 days three times per calendar year. After three short-term rentals in a calendar year, a dwelling may only be rented for a minimum of 30 days. Additionally, a dwelling cannot be advertised as being available to rent for less than 30 days at any time. (Sec. 44-8. - Definitions. Transient lodging facility; Sec. 58-3. - Application of district regulations (1) Conformity with zoning regulations.)
All Business Tax Receipts expire on September 30 of each year regardless of when purchased. Additionally, for a fee of 10 percent of the required business tax fee, Business Tax Receipts are transferable when there is a change of ownership, business location, or name.
This is a civil matter and the City of Naples does not have any laws pertaining to tenant-landlord agreements.
Any active service requires payment of bill. Customer can use automatic debit by completing the required form. However, to reduce or eliminate the possibility of water loss, you may wish to contact the Customer Service Division at 239-213-1800 to have the meter locked (there is a $75 fee for this service) to ensure no water flows, or customers can shut off water at the house. Then only base bills need to be paid.

I have a tenant. Can she put the bill in her name?
All utility accounts must be in the owner's name. However, for a $1 per bill processing fee, owners may have a second bill sent to another name or address. Owners can email CustSrv@naplesgov.com with the property address, account number and the tenant's information.
