What is the City's timeline for the Business Tax Receipt Process?
  • July 1 - System opens for prepayment for next fiscal year (Oct. 1 to Sept. 30 yearly)
  • July 1 to 15 - Begin mailing first notices for business tax receipt
  • September 30 - Expiration date for current year tax receipt
  • October 1 - Mail second notice and charge 10 percent penalty
  • November 1 - Charge 15 percent penalty
  • December 1 - Charge 20 percent penalty
  • January 1 - Charge 25 percent penalty
  • January 15 - Mail third notice
  • February 15 - Forward unpaid accounts to code enforcement

After we receive the estoppel amount am I done with the City?

No. It is important to help the seller and buyer by providing additional information to the City.

On the closing date, have the estoppel amount collected (from the seller) and have the application for service (by the buyer).

On the day of closing or promptly thereafter, send the estoppel payment, with the application for service and the closing statement together to the City of Naples, 735 Eighth Street South, Naples, Florida 34102.

Are gas leaf blowers allowed in the City of Naples?

No.  Battery or electric powered leaf blowers must used in the City of Naples. Refer to Sec. 22-37 of the City of Naples Code of Ordinances for specified requirements.

Are real estate signs allowed in the City of Naples?

Yes. One sign per property is allowable. Size requirements are 12 in.x18 in. Open House directional signs in the right of ways are not allowable. Further code requirements and restrictions, may be found in section 50-39 of the City of Naples Code of Ordinances.

Are Short-Term Rentals allowed in the City of Naples?

Single family homes in the City of Naples must comply with the following: 

  • Rental terms must be 30 days or longer; except that 3 times per calendar year, a property may be rented for less than 30 days. 
  • A property may not be advertised as available for less than 30-day rentals.

Are the Council meetings televised?

The City of Naples, Florida broadcasts live meetings and replays on local Comcast Cable Channel 98, as well as Streaming Video on the internet for both live and archived meetings. Our television channel also broadcasts current information with regard to upcoming meeting schedules, agendas for those meetings, current City of Naples job openings and other current information. The City of Naples television channel is managed through the Technology Services department. Are truss plans required to be included when submitting a permit?

Yes, as listed on our Pre-Submittal Checklist included as part of our Single Family New Permit Application, truss drawings are required at the time of submittal. 
If a contractor wants to submit a permit and truss plans are NOT provided include a letter with the permit stating such. The permit can still be reviewed for all other requirements but a "hold" will be placed on the issuing of the permit pending submittal of the truss manufactures plan sheet (along with the approval / review statement from the engineer of record). As an alternative if a contractor wants to submit for a permit prior to floor and truss plans being available from the truss manufacturer, the engineer of record can produce truss plans themselves and the Building Dept. will accept them and allow the permit to move forward. Once a truss drawing is later provided by the actual truss manufacturer it can be submitted as a revision to the plans. Truss plans do require a review/acceptance statement from the design professional of record. 
In an effort to allow a project to proceed a contractor may submit a Site Permit application to proceed with clearing, grading, and pile driving activity only. Offers of seismic monitoring and inspection of adjacent properties must be included with the Site Permit application.

Can a contractor install a company identification sign at a construction site?

Yes. According to Ordinance 50-39 (2) a - A project sign denoting one contractor or other responsible party for the work under construction shall be permitted for each parcel of property for which there is an active building permit. The project sign shall be removed prior to the issuance of a certificate of completion or occupancy.  The sign shall be no larger than 12 inches by 18 inches. A permit is not required for this sign.

Can I store my boat, trailer or RV on my property?

No watercraft, including but not limited to personal watercraft, off-road vehicle, swamp buggy, race car or all-terrain vehicle, not intended for, or licensed for, use on public streets, or trailer of any kind, shall be placed or kept for longer than 48 hours continuously in front or side yards.

Do Construction Site Trailers require a permit?

(a) Portable trailers that can be removed at short notice and if equipped with electricity, have a quick connect ship to shore type connection do not require a permit. 
(b) All other trailers that are to be used as "office space" with electric must be permitted using the Construction Temporary Use Permit application.
(c) Storage containers / trailers that lay on the ground and are not for human occupancy do not require a permit but must be included on the Construction Site Management Plan.
(d) All trailers and storage containers must also be located on the building site and cannot be located in the ROW.

Do I need a City Business Tax Receipt if I have one from Collier County?

Yes, if your business is located inside the city limits.

Do I need a live entertainment permit for a ...DJ? Piano player? Guitarist? Comedian? Dancers? Solo singer? Karaoke?
  • Yes, yes, yes, yes, yes, yes, yes.  The permit applies to any use in conjunction with a restaurant, cocktail lounge or other similar establishment, wherein floorshows or other forms of entertainment, consisting of one or more persons, are provided.

Even if the performance is not amplified?

  • Yes.  The permit is needed for amplified or non-amplified live entertainment, indoors or outdoors.

Even if it is only once a week in season?

  • Yes, any regularly scheduled live entertainment requires the permit.  One-time events (wedding parties, fundraisers, grand openings) with live entertainment do not require the permit, however the Special Events process through the Community Services Department (call 239-213-7113) should be followed.

What if I've had this entertainment in my establishment for 20 years?

  • Section 110-128 of the Code of Ordinances regulating live entertainment was passed in 1999 and states that all existing entertainment venues should obtain a permit by September 30, 2000.

What's the procedure to get a live entertainment permit?

  • Contact the Planning Department at (239) 213-1050 or stop by at 295 Riverside Circle.  Applications are online through the Planning Department at www.naplesgov.com.  There is a fee for the permit.  The application goes before City Council a month after submittal.  If approved, the permit is subject to annual renewal by City Council at no additional cost.

Do I need a permit to have a garage sale, and is there a fee?

Yes, a permit is needed to have a garage sale. You will need to visit the Building Department at 295 Riverside Cir Naples, FL 34102 or the Finance Department at 735 8th St S. Naples, FL 34102; there you will fill out an application. We will then check the address to ensure you have not had a permit issued in the past year; garage sale permits are issued once a year, per property. You will be issued a permit to post at the site, in a visible area. There is no fee for this permit. Permits are issued Monday through Friday from 8am to 5pm.

Do pool heaters require a permit?

The City of Naples does require a permit and inspection of replacement pool heaters. This includes gas heaters, heat pumps and solar systems.

All dogs must be up-to-date with shots and license with Collier County
All dogs entering the park must be registered
All dogs must have a City of Naples Dog Tag placed on the collar
Registrations are dog specific
Dog tags are non-transferrable between dogs and/or owners
Each dog requires a separate dog tag
Abandoning animals is prohibited by law

How can a general contractor make sure everything meets the flood level requirements?

Be sure to inform all of your subcontractors of your job site's flood level, such as the North American Vertical Datum (N.A.V.D.)  Water heaters, electrical devices and air conditioners are often installed below flood level due to a lack of communication between the job superintendent and the subcontractors.

How do I address the City Council?

Members of the public may speak in front of the City Council either under “Public Comments” or on an item that is listed under “Public Hearings.” “Public Comment” is limited to items which are under the Council’s jurisdiction. The Florida Sunshine Law prohibits Council from acting on any matter that is not on the agenda. It is the policy of Council to refer such matters to staff for investigation and/or action. Speakers are requested to fill out a “Request to Speak” form located on the table by the door and hand it to staff; or if you prefer, complete an electronic Request to Speak Form. Speakers are limited to three minutes each.

How do I extend my application if it is about to expire?

Per the 2010 FBC Section 105.3.2: If a permit has not been picked up from our office within 180 days from time of permit submittal then that permit is considered expired. An application can be extended prior to that expiration for a period of 90 days when written cause is provided and approved by the Building Official. Submit a written request of extension (90 days maximum) and the reason (cause) for the extension. Include the permit number in the letter.
