SAND GUIDELINES
A permit is required to return storm overwashed sand (sand that was deposited on the upland by the storm) back to the beach or dune area:
- Sand must be cleaned of storm or construction debris prior to relocation.
- No beach scraping is allowed.
- No dune or dune vegetation damage is allowed.
- Place sand in barren areas with no debris or plants
- Excavation is not to go below pre-storm ground levels.
- Use existing beach access points.
*Note: Return of clean windblown sand to the beach from paved roads and parking areas, beach access ramps, pools, patios, walkways, or decks is exempt from CCCL permit requirements.
A permit is required to repair dune walkovers and beach access ramps; replacement of damaged stair stringers and treads, support posts, stringers, bents handrails and decking:
- Minor repairs only, structure cannot be substantially damaged*.
- Adjust seaward end for changed beach conditions (not to exceed 10 feet onto the beach) .
- No damage to dune or dune vegetation is allowed.
*Substantially Damaged – refers to structures which are no longer functionally intact or for which the repair cost is 50 percent or more of the structure’s market value before emergency occurred.
Sand Disposal:
- Place sand in a location towards the front of the property (street side) out of the City Right-of-Way (ROW), but easily accessible.
