Patricia Rambosk, CMC, MMC

City Clerk, City of Naples, Florida

 

Patricia is the City Clerk of the City of Naples, a Charter appointed position by the City Council along with the City Manager and the City Attorney.  In this position, she serves as the Chief Election Official of the City and is the custodian of all proceedings of the City Council and appointed boards and committees, preparing minutes for each. In addition, she processes ordinances and resolutions for filing, provides information to the public, manages all public records requests, directs the retention program for all City records and engages in research projects.

In 2016, Patricia was the recipient of the Robert N. Clark Memorial Award, a recognition given to one Clerk each year by the Florida Association of City Clerks, for having promoted and advanced the ideals and goals of the City Clerk profession by actively participating in the improvement of municipal government in the State and local community.

Patricia is an experienced Clerk, having earned the highest certification conferred by the International Institute of Municipal Clerks as a Master Municipal Clerk in 2015, after achieving the designation of Certified Municipal Clerk  in 2013. Patricia has been a member of the International Institute of Municipal Clerks since 1994, and the Florida Association of City Clerks since 2012, having received scholarships from both. Also experienced as a Florida Registered Paralegal, Patricia served as the City’s Legal Coordinator for 28 years prior to her appointment in 2012 as the City Clerk.

She is a graduate of Barry University with a degree in Professional Studies and a concentration in Human Resource Management. She earned Professional Legal Secretary certification from NALS, the Association for Legal Professionals, and became an honorary member of the National Association of Legal Assistants, Inc., as well as became one of the first paralegals in Collier County to be registered with the Florida Bar.

Her professional goal is dedicated to promoting community transparency and has successfully created a digital library containing all the City’s Official Records going back to 1925. With today’s technology, it has never been easier to provide the public with a simple, efficient, and economical way to free access to public records from the City’s Homepage. Patricia has put Naples in the forefront of most cities by also making it possible for the public to link to a discussion in the web streaming of a meeting from a PDF copy of meeting minutes accessible from the website.  In her pursuit of this goal, she led the City to receive the Inaugural 2015 ACE Award for Innovative and Outstanding Work in Website Transparency from the Florida Government Finance Officers Association and led the City to receive an A+ rating from the Lucy Burns Institute as a top government website.
