Sam Noe Award

The Sam Noe Award was established in 2006 to honor outstanding service by a member of a City appointed board or committee in memory of Sam Noe who served on the Planning Advisory Board from 2002 to 2006. Sam was a distinguished academic, planning consultant and advisor. He was a strong supporter both of community revitalization and historic preservation. Sam became an advocate for master planning the City’s gateway at the Gordon River and also worked diligently on legislation to save structures of importance to the community’s heritage.

Each year, an award is presented to a current or past member of the City of Naples boards and committees in Sam’s honor to recognize exemplary service within the particular mission of that body by members of the City’s boards and committees.

The Sam Noe Award is administered by the City Clerk, who will notify members of ongoing City boards and committees in October of that year’s award cycle and request their recommendations by December 1st. City Council Members will be provided with these recommendations and at that time be notified of the upcoming award cycle.  Recommendations by City Council Members are to be submitted to the City Clerk on or before the second Monday in February.

Council Members whose terms expire within this recommendation period may also submit names for consideration. All members of ongoing committees and boards whose service has extended into the prior calendar year are eligible for consideration.

The Sam Noe Award will therefore be presented each March to an individual selected by the City Council from nominations by members of ongoing City boards and committees and by City Council Members based on their knowledge and experience with the functions of the City’s boards and committees. Individual Council Members may also bring forward recommendations received by them from the community. These recommendations will be reviewed by the City Council at its first workshop meeting in March and awarded at the second regular meeting in March. The award will include a suitable memento and a City Council resolution.

Stephen Hruby

STEPHEN HRUBY is hereby honored as the 2022 recipient of the Sam Noe Award for outstanding service as a member of the Design Review Board and has served on that Board since 2014.

David Feight

2019
DAVID FEIGHT is hereby selected as the recipient of the 2019 Sam Noe Award and is honored for outstanding service as a member of the Planning Advisory Board (PAB) since 2013. He was elected Vice-Chair in 2015 and Chair in 2018.  Mr. Feight has also been volunteering in the community since 2000 by serving on the Bay Shore Place Condominium, the Park Shore Association and the Gulf Shore Association of Condominiums.

 was first appointed to the Board of Directors of Carver Finance in August 1980 when it was incorporated, and currently continues to serve on the Board as its President. The corporation was formed to oversee the financial management of the George Washington Carver Project.
