Residential Improvement Program FY 24

On September 20, 2023, the Naples City Council adopted the CRA budget for FY 2023-24. The FY 2023-24 budget included $200,000 for a Residential Improvement Program. This is a new CRA program opportunity and is consistent with the CRA’s Redevelopment Plan housing objective, “To protect and preserve the stable residential areas within and adjacent to the Redevelopment Area and, to expand the residential sector of the downtown by facilitating mixed uses in new construction and the rehabilitation of existing structures, and to create, construct, or cause to be created, new affordable and workforce housing throughout the CRA.” The Residential Improvement program may fund items such as impact windows and doors, roof repairs, façade updates, air conditioning systems, driveway repairs, fence repairs, etc, for qualifying residents.

On October 12, 2023, the CRA discussed the criteria and terms for the Residential Improvement Program and by consensus agreed to the following initial application criteria to be further vetted by the CRAAB:

  •  Limited to homesteaded properties
  • Building permit fees will be waived
  • Apply a 5-year lien on properties depending on the amount of the improvement, a percentage of the improvement amount to be forgiven each year. If the property is sold during that time the remaining portion of the improvement amount would be repaid. Repayment does not apply to generational property transfers
  • FY 24 program is for River Park East neighborhood only
  • Applications are income restricted to 120% AMI

As of January 2024, the Program was adopted by the CRA, and the staff began the process of coordinating informational meetings with the residents of the neighborhood.

In April, 2024, the CRA approved the contractor to perform the improvements under the Program.

CRAAB will further consider and develop the program for recommendation to the CRA.
