FIRE CHIEF PHILLIP PENNINGTON  

 

 

Fire Chief Phillip Pennington has been a member of the City of Naples Fire Department since September of 2015. Previous history in the fire and rescue service include 21 years with the City of Fort Lauderdale Fire Department (Ret) and 6 years with Broward County Emergency Medical Services.

Over the course of his career, Chief Pennington has worked through the ranks and has spent time learning the skills associated with these various positions. These positions include Emergency Medical Technician, Paramedic, Firefighter, Driver-Engineer, Field Training Officer, Operations Lieutenant, EMS Bureau Captain, Operations Captain, Acting Operations Field EMS Supervisor, Acting Operations Battalion Chief, and Deputy Chief of Emergency Management. He is also a former instructor for Emergency Medical Technicians and Paramedics in both the clinical and classroom settings working for Medical Arts Training Center and Broward State College.

Chief Pennington graduated Summa Cum Laude with a Bachelor of Science Degree in Organizational Leadership from Palm Beach Atlantic University. He was named Outstanding Graduate for the MacArthur School of Leadership at Palm Beach Atlantic University. 

Chief Pennington is currently a member of the International Association of Fire Chiefs and the Florida Fire Chiefs Association.

Deputy Chief Adamski oversees the day-to-day operations of the department including but not limited to Fire-Rescue incidents, Special Operations Teams, budget and capital projects. He has previously served as the Fire Marshal in the Fire Prevention Bureau, as a Lieutenant and Firefighter in operations. Deputy Chief Adamski is also an operational member of the Hazardous Materials Response Team, Technical Rescue Team and City of Naples SWAT Team. As the Fire-Rescue Department changes and adapts to new challenges, Deputy Chief Adamski supports the mission and progression through on-going training, education, and leadership. 

Chief Adamski holds various Fire Service certifications including Fire Service Instructor 3, Fire and Life Safety Inspector 2, Fire Investigator 2, Hazardous Materials Technician and Live Fire training Instructor.

He earned an AS in Fire Science from College of Central Florida and a BS in Management from Hodges University. Utilizing these, Corey has taught numerous Fire Officer and Fire Prevention courses and continues to teach at the North Collier Fire Academy with Florida Southwestern College.

Through his career, he has earned numerous commendations and awards to include the Public Safety Award in 2015 and 2022 and 2017 Fire Operations Employee of the Year.

Division Chief Kofsky began his career in 1995 in Albuquerque as a firefighter with Bernalillo County Fire Rescue. From there he moved with his family to Naples, joined Golden Gate Fire Rescue, and reentered the fire academy to obtain his Florida certification. While serving the citizens and visitors of Naples since December of 1999, Chief Kofsky has also been a firefighter for Isles of Capri from 2006-2016 and is currently a firefighter for NASCAR. 

Chief Kofsky holds an accredited Fire Officer II, Fire Inspector II, Fire Instructor II, Plans Examiner I, and Hazardous Materials Technician certifications from the ProBoard Fire Service Professional Qualifications System; as well as, Fire Officer II, Fire Service Instructor II, Safety Officer, Live Fire Training Instructor I, Fire Safety Inspector II, and Hazardous Materials Technician certifications from the Bureau of Fire Standards and Training. 

He achieved his A.S. in Fire Science in 2010 and is pursuing his Bachelors in Emergency Management at the University of Florida.

Battalion Chief Nadelman began his career with the City of Naples Fire-Rescue Department in August of 1995.  First assigned as a Firefighter/EMT on Rescue 1, he then became a Paramedic and a member of the Hazardous Materials Team and Dive Team during his tenure. Battalion Chief Nadelman was promoted to Driver-Engineer in 2005 and then Lieutenant in 2009 before promoting to Battalion Chief in 2013. 

Chief Nadelman holds various certifications including State Certified Fire Officer (2001), Fire Service Instructor III (2008), State Certified Hazardous Material Technician (2011), National Board of Fire Service Professional Qualifications - Fire Officer II (2001), Public Safety Diver (2012), and State Certified Pump Operator (1996).

Chief Nadelman earned an Associates of Science Degree in Fire Science Technology from Edison Community College in 1998 and a Bachelor of Management from Hodges University in 2008.

Battalion Chief Mike Moore started his career with the City of Naples Fire-Rescue Department in November of 2004, after serving four years in the United States Coast Guard. Battalion Chief Moore served as a member and team leader of the Dive Rescue team, and as the City of Naples Fire-Rescue Department’s lead trainer and proficiency check off for all boat operators.

Chief Moore was promoted to Lieutenant in September of 2012 and was assigned to Engine Co.1 and then Ladder Co. 1 prior to being promoted to Battalion Chief in November of 2020. 

Chief Moore holds various certifications including Center for Public Safety Excellence (CPSE) Fire Officer Designation, State of Florida Fire Officer 1 and Fire Officer 2, State of Florida Fire Instructor 3, and State of Florida Pump Operator.

Battalion Chief Moore is a State of Florida certified Paramedic, has an Associate of Science degree in Fire Science Technology, and a Bachelor of Science degree in Management.

Battalion Chief Baltodano began his career with the City of Naples Fire-Rescue Department in August of 1999 as a Firefighter/Paramedic. Before being promoted to the rank of Battalion Chief in January 2020, Chief Baltodano has served the department in several capacities, including Firefighter, Driver Engineer, and Fire Lieutenant.

Over the years Chief Baltodano has served on several department committees. While serving on the County Collier ALS Engine Program committee, which began in 1999, he played a role in improving the department’s level of care. This allowed the department to have its first certified Engine Paramedics to serve the City of Naples.

​Chief Baltodano has been deployed to numerous natural disasters. In 2001, he assisted in New York City in the aftermath of 9/11. In 2005, he was deployed to Louisiana when Hurricane Katrina devastated New Orleans and parts of Mississippi. In 2010, he responded to Port-au-Prince, Haiti to assist after the 7.0 earthquake and then in 2017 he assisted in Puerto Rico after the destruction of Hurricane Maria.

While currently a certified Advanced/Nitrox Diver, Chief Baltodano is also a member of the Technical Rescue Team (TRT), a State of Florida certified EMT, Paramedic, Pump Operator and Fire Officer. He has begun the Chief Officer Training Curriculum and National Fire Academy Incident Command courses.

Chief Baltodano was awarded the 2020 Fire Chief’s Award and 2023 Distinguished Public Service Award for his outstanding contribution and for his respective public service as a first responder to the organization and community.

Records and Fiscal Manager Nagel has been with the City of Naples since 2015 and with Naples Fire-Rescue since 2017. She has served the City in several capacities, and was promoted to Records and Fiscal Manager in 2021. She began her career in government finance as a Budget and Contracts Manager with the Florida Association of Court Clerks in 2008. Prior to that, Tarin was in the legal field. Current duties include strategic planning, goals, budget/CIP, finance and accounting management, records retention JustFOIA management, website management, social media management,  and FEMA certified Youth Fire Setting Program Manager. Nagel was awarded the 2018 and 2021 Fire Chief’s Award and the 2019 Omar Bisher Outreach Award.

Records and Fiscal Manager Nagel earned a Bachelor of Arts degree in Business Administration from Flagler College in St. Augustine, Florida. She is currently a member of the Florida Fire Chiefs Association and has her own travel agency. 

Administrative Specialist Del-Valle has been with the City of Naples and Naples Fire-Rescue since 2022. Prior to joining the City of Naples she worked in the legal field where she gained her administrative knowledge and skills. She takes on various roles within the organization to help ensure effective day-to-day operations, of which include performing general clerical tasks, communicating with and greeting residents and visitors, responding to phone calls and emails, handling the department's social media accounts, and minimal accounting for the department. Administrative Del-Valle has enjoyed working with the City of Naples and looks forward to continuing to serve the Community and its residents.

Administrative Specialist Del-Valle earned a double Bachelor of Science degree in Criminal Justice and Legal Studies from Florida Gulf Coast University.

 

MEDICAL DIRECTOR

Dr. Abo is an EMS and emergency physician and toxinologist here in Naples, Florida and assistant professor for Florida Statue University School of Medicine. He started in EMS over 25 years ago as a teenager in high school in Mount Laurel, NJ. After completing a bachelor’s degree in Emergency Medicine at the University of Pittsburgh, where he also obtained his NREMT-P, CCEMT-P, and FP-C, he stayed on as faculty for the Center for Emergency Medicine and the University of Pittsburgh Department of Emergency Medicine as a researcher and Coordinator of Education in International Emergency Medicine/EMS. He then spent some time abroad living in India just prior to starting medical school in the San Francisco Bay area. After walking with honors from a dual medicine and master’s in public health program from Touro College of Medicine – California, he took time off prior to residency to start a non-profit in Africa aimed at decreasing maternal and neonatal mortality and trauma. He completed a four-year emergency medicine residency at Mount Sinai Medical Center – Miami Beach and Ryder Trauma Center in Miami, FL, while completing a fellowship in wilderness medicine through the Wilderness Medical Society. After residency, Dr. Abo completed an EMS fellowship at the University of Florida where he then accepted a full-time position. Throughout all his training, Dr. Abo has remained clinically active in EMS FL-5 DMAT disaster team, FEMA/Miami-Dade Fire Rescue Urban Search & Rescue (USAR) Task Force 1 (FLTF1). In 2019, he left his full-time position with the University of Florida to move to Naples. He has also remained active as a paramedic physician with current specialty rescue certifications with various services globally and continues to do research and lecture globally. This included being Assistant Medical Director for Hallandale Beach Fire Rescue prior to the merger. Dr. Abo has authored numerous chapters and research on a variety of EMS topics including multiple chapters in Wilderness EMS Textbooks. He currently oversees medical direction and consultation for several projects, services, EMS schools, and media production including Shark Week and Kings of Pain. He has a strong interest in anything EMS, toxinology/venoms, EMS for children, international EM/EMS, mentorship, resiliency and sustainability in emergency services, disaster medicine, educational and experiential processes, wilderness/austere medicine, and technical rescue practices. Dr. Abo is an innovator in Emergency and Pre-Hospital Medicine, the recipient of several awards for education, heroism, and valor, and proudly an advocate for all emergency providers here in his hometown of Naples.
