The City of Naples is required to prepare a "Business Impact Estimate" prior to enacting an ordinance, subject to exemptions noted in the Law. The "Business Impact Estimate" must be posted on the City's website no later than the date the notice of proposed enactment is published and must include all of the following:
- A summary of the proposed ordinance, including a statement of the public purpose to be served by the proposed ordinance, such as serving the public health, safety, morals, and welfare of the municipality.
- An estimate of the direct economic impact of the proposed ordinance on private, for-profit businesses in the municipality
- A good faith estimate of the number of businesses likely to be impacted by the ordinance.
- Any additional information the governing body determines may be useful.
