Establishment and Funding for the Port Royal Area Dredging Special Assessment
After the Port Royal Association approached the City of Naples to perform canal dredging in their area, the City sent out ballots to the affected property owners, due on May 13, 2011, to determine whether there was sufficient interest for the owners to pay for this project. The vote was approved by the property owners, with more than 50% of the owners replying in the affirmative, indicating property owners were willing to pay to have their canals dredged.
On December 14, 2011, Naples City Council approved a resolution creating a special taxing district and the payment options. The resolution declared a maximum amount that each parcel would pay to complete the project, and a maximum amount that the project will cost. See City Resolutions 11-12978 and 11-13008 for the legal details of this assessment.
The total cost of the dredging is expected to be about $1.8 million. The approximately 476 property owners will repay for this project using the tax bill method, unless they choose to prepay. The following is the tentative timeline, subject to change.
February - December 2012 Design, Survey and Permitting
January - March 2013 Construction Bidding
April - 2013 Award Construction Bid
June - September 2013 Dredging
January - April 2014 Preliminary Bills
November - 2014 First bill on tax rolls
Alternative to the tax bill method, Resolution 11-12978 will allow for prepayment in full, eliminating the fees and financing charges. Customers/property owners can prepay in full (using the amount indicated on the Special Assessment Resolution) at any time, but the City will not be mailing bills until final costs are known, which will be after dredging is completed.
