City of Naples, Finance Department

Who We Are

The City of Naples Finance Department is responsible for all financial operations of the City. The department is led by Finance Director Ann Marie S. Ricardi. Ms. Ricardi has been with the City since June 2002. She holds a Master’s degree in business administration from the University of Tennessee, a Bachelor’s in Finance from Michigan State University, and is a Certified Government Finance Officer, and a Certified Public Finance Officer. The following summarizes the major divisions of this Department:

  • Finance and Accounting (12.8 positions) iled by Comptroller Ralph Lacivita with Accounting Manager Karen Ball, CPA, CGFO, is responsible for all general accounting duties of the City, such as fixed assets, accounts payable, payroll and the preparation of all City financial reports. In addition, this section is responsible for the preparation of the City’s budget, the management of all debt and the investment of surplus funds. The Department also collects all revenues for the City, such as parking fines, parking meter collections and utility bills.
  • Customer Service (7 positions) managed by Customer Service Manager Voncile Whitaker, provides assistance to utility customers, such as mailing out utility bills, and processing utility changes. In addition, this section issues beach parking permits and reads water meters.
  • Purchasing (5 positions) ) is responsible for assisting departments in getting the most appropriate product and service at the most responsive price. Purchasing Manager J.F. Workman, CPPO, CPPB, heads this team.

This department, as a whole, is responsible for ensuring city wide internal controls and accountability.
