The City of Naples operates under a City Manager form of government, with a seven member council including the Mayor.  The City Attorney and City Clerk work directly for the City Council, as does the City Manager.  All other departments, divisions and employees are under the City Manager.  The city is made up of ten departments, including the City Manager and a combined Police and Fire department.Emergency Medical Services for the City of Naples are contracted to Collier County, although city firefighters and first responders have emergency medical training and responsibilities.
